Rationale & Structure
The international role of the European Parliament (EP) is gradually acknowledged in the academic literature. Be it through the empowerment of parliamentary bodies, through the growth of Inter-parliamentary Institutions (IPIs) worldwide, or through the increased external powers that the Lisbon Treaty has specifically provided the EP with, its role in world affairs reaches now well beyond the mere scope of the external dimension of European integration. The EP includes a number of specific institutions dealing with external relations (Committees, Delegations, etc.), but also a unique feature it has been developing over time such as its Inter-parliamentary Assemblies (with ACP countries, the Mediterranean, Latin America or its Eastern Neighbourghood).
The EP also produces an Annual Report on Human Rights in the World and awards its now prestigious Sakharov Prize. It has now established its own Office for the Promotion of Parliamentary Democracy in order to provide demand-driven parliamentary development support in new and emerging democracies. Whenever necessary, additionally to its usual committees, delegations and other working groups, it sets up special units, such as the 2011 Monitoring Group on the Southern Mediterranean. The EU has also now just established an Inter-parliamentary Conference on CFSP and CSDP. In addition, on many international conflicts, the EP has developed its own stance, as was the case over Libya in 2011. In spite of all the above, the international role of the EP remains a neglected area of academic study. In order to foster an inter-disciplinary discussion that reflects the complexity of the topic under study, the following academic disciplines are included: Politics, Law, International Relations. The Panel will consist of three sessions:

Thanks to a successful application to the bilateral Greece-Spain Inter-university Exchange Programme (Greek and Spanish Ministries of Education and Research), Dr Emmanuel Karagiannis (Department of Balkan, Slavic and Oriental Studies, University of Macedonia, Thessaloniki, Greece) will be visiting Zaragoza during the period 18-28 October 2011.

The University of Zaragoza´s Research Unit on Global Governance and the European Union will be the host institution. His visit will reinforce the international links of the Unit. During his stay, Dr Karagiannis will also give a lecture to the University´s official Master in EU studies (Economics and Law Faculties), and to the General Military Academy. He will also participate in a round-table discussion on Russia and European Security to be held in the Corte Inglés´ Ámbito Cultural on 24 October 2011 (in Spanish, with interpreting from Greek where necessary).

• ·in Corinth on 11 January 2011: a Seminar on The Europeanization of national foreign policies: the cases of Spain and Greece. The event was co-organized with and hosted by the Department of Political Science and International Relations of the University of the Peloponnese. The event, held in Greek, was chaired by Professors Asteris Huliaras and Nikos Tzifakis. It took place within the teaching of the course on “Foreign Policy Analysis” that is offered for the BA in Politics in the Department; there were over 35 attendees, mostly students but also several members of the civil society interested in international affairs, in an initiative to open guest events to people living or working in Corinth. The speakers were Dr Stelios Stavridis, ARAID (Aragon Research & Development Foundation) Senior Research Fellow, and a member of the Research Unit on ´Global Governance and the European Union´ of the University of Zaragoza; Dr. Charalambos Tsardanidis, Director of the Institute of International Economic Relations (Athens); and, Dr. George Tzogopoulos, Bodossakis Post-doctoral Fellow at ELIAMEP (Athens). Topics discussed included theorizing Europeanization, Greek and Spanish foreign policies, and European public opinion on foreign, security and defence issues.
• · in Athens on 13 January 2011: a Conference on Developments in Greek-Israeli relations: current state of affairs and future prospects. The event, held in English, was co-organized with and hosted by the Institute of International Economic Relations (Athens). The following topics were addressed in two sessions. In the first session, entitled Political and Economic Relations of Greece with Israel, chaired by Nikolas Voulelis (Journalist, ANA-MPA Managing Director), Professor Amikam Nachmani, (Bar Ilan University, Israel) discussed “The Relationship of Israel with Greece: The Political Dimension”; then, Johnny Modiano (Vice-Chairman of Greek-Israel Chamber of Commerce and Technology) analyzed “Current Trends and Prospects of Greek–Israeli Economic Relations”; and Dr. Charalambos Tsardanidis (Director, Institute of International Economic Relations) concluded the session with a paper on “The Achievements of Israel’s Economy”. The second Session covered Greek–Israeli Relations in the Wider Context of the Eastern Mediterranean. It was chaired by Dr. Tsardanidis and included the following papers: Dr. Stelios Stavridis (ARAID Senior Research Fellow, Universidad de Zaragoza) on “The parliamentary dimension of the Union for Mediterranean (UfM) and conflict resolution”; Dr. Ekavi Athanassopoulou (Lecturer, University of Athens) on “Greece, Turkey and Israel: The Dynamics of a Complex Relationship”; and Dr. Theodoros Tsakiris (Head of the Observatory for European Energy Policy, EKEM/Hellenic Centre for European Studies, Athens) on “Energy Security and Cooperation in the Eastern Mediterranean: Greece, Cyprus and Israel”. At the end of both sessions there was ample debate with the audience that reached over 90 persons.
