European Commission chief Jose Manuel Barroso has attempted to drum up support for the beleaguered EU constitution among his fellow commissioners, apparently changing his previous stance towards the document.

The Irish prime minister has indicated that the steps he took to get the Nice Treaty ratified in Ireland after it was rejected by voters may be the way to go forward with the blocked EU constitution.

The European Commission is signalling growing interest in ideas to boost the EU constitution with new elements which are attractive to citizens, while openly attacking French proposals to reduce the charter to a "mini treaty."

Dutch foreign minister Bernard Bot has said a new EU treaty should include substantial changes to the EU constitution text, including fresh safeguards against Brussels "meddlesomeness." His comments come as polls indicate the Dutch ruling coalition could win this month's elections.

Irish prime minister Bertie Ahern has spoken out against picking and choosing parts of the EU constitution saying it risks unravelling if member states simply take out the bits they like best.

Germany's plans to put the EU constitution back on track early next year have been dealt a blow by the country's constitutional court. Meanwhile, the Estonian foreign minister has said that countries that have already ratified the EU charter should not have to do so again.

Members of a select group of EU politicians tackling the bloc's constitutional deadlock have told EUobserver they are open to changes to the EU constitution, welcoming the fact that French minister Sarkozy recently re-opened the debate on the charter.
