Although the ink has barely dried on the EU's new treaty, analysts are already scratching their heads as to how the document, with its unclear division of power between the EU's top politicians, is going to work in practice.

The recently re-elected Danish government has announced a referendum on scrapping one or more of the country's four EU opt-outs from 1993. But there is no mention of a vote on the EU Reform Treaty, according to the new political working programme published on Thursday.
