Since 1999 a number of Universities, belonging to ten EU-member states, has been working together in teaching and researching in legal informatics, as well as in designing study programmes and courses in this field.
Most of these courses are currently offered to graduate and post-graduate students.
From its very beginning, this universities network has been supported by the EU Erasmus/Socrates Programme, specially by the Curriculum Development Programme (CD). The modality of the EU support for
2002-2003 the course is the Dissemination one, from of the same Erasmus/Socrates Programme and has the name of Legal Informatics and Communications Technologies Studies (LIACTES). Besides this, several bilateral agreements have been reached which concretely regulate the students and teaching staff exchanges. Being an essential part of the
network, students mobility allows students to carry out the corresponding study programme within two of the network-member universities.
The Legal Framework for the Information Society initiative emerges as a result of the wide-ranging experience jointly carried out by these Universities. With the purpose of making their activities public and
strengthening the co-operation framework by inviting further universities to join the initiative, the Framework website presents the following sections:
1) A legal informatics teaching Guide. This Guide offers an overview of the main features and topics of teaching in legal informatics in the
Universities integrating the network. In this regard, the Guide was elaborated following the answers given to questionnaires delivered among universities which have a long-lasting tradition in research and teaching of legal informatics
and e-government.
2) Another section presents several new initiatives
in development or in preparation.
3) A
special part of the website is devoted to announce past and forthcoming conferences and meetings on legal informatics and e-government.
