José Luis Bermejo Latre (Zaragoza, Spain, 1974) is professor (titular) of Administrative Law at the University of Zaragoza since 2006 (national habilitation in 2005). He holds a Law degree (University of Zaragoza, 1997) and a European Ph.D in Public Law as a fellow of the Real Colegio de España (University of Bolonga, Italy, 2001). He was awarded the “Gascón y Marín distinction on Public Law (Aragonese Academy of Law and Jurisprudence, 1998).

Former activity: worked for El Justicia de Aragón (1997), attended Real Colegio de España en Bolonia (1999-2001), followed further postdoctoral studies (University of Paris I Panthéon-Sorbonne, 2001). Lectured several courses for civil servants (Aragonese Institute of Public Administration) on Planning Law, Local Government, civil service, eGovernment and public procurement. Assisted the regional Government of Aragon in the renewal of the Aragonese tourism regulation (2002-2010), and assisted the Spanish Presidency of the EU drafting a “Basic Legal Protocol for administrative duties of Peace Keeping Operations: principles, design and methodology of a Transitional administration” (2002). Attended Congresses on Charities (León, 1997), Agriculture (Valencia, 1998 and Zaragoza, 1998), Planning Law (Messina-Taormina, 2000), Water Law (Zaragoza, 1998); and (International University Menéndez Pelayo) courses on Planning Law, Natural Areas, Public procurement, eGovernment, etc. Secretary of the Seminar of Tourism Law (http://www.unizar.es/derecho/turismo).

Current activity: teaches Spanish Administrative Law (comprising Administrative organisation, Sources of Law, Administrative Procedure, Civil service, Judicial review of the Administrative action, Public procurement, Compulsory purchasing, Licensing, Administrative Tort Law, Urban planning, Public Land, Water Law, Environmental Law, Heritage Law, Telecommunications and Energy Law, IT Law, Information Law) and EU Law.

Research: Member of several research projects funded by State and regional public authorities (biodiversity, planning, housing, public property, eGovernment).

Current research areas: public property, eGovernment and IT Law, landscape planning, environmental and biodiversity Law (NATURA 2000 network).

Publications: A book on landscape planning in Italy, and ca. 50 academic articles and collective book chapters on a wide range of topics: public non-profit entities, administrative organisation and quangos, Administrative regulatory procedures, public procurement, administrative intervention in agriculture, hunting regulations, environmental planning, heritage and water Law, natural protected areas (self regulation, competencies for designation, Natura 2000 network), landscape planning, housing Law, “civil chivalry”, senior civil service, eGovernment, information and participation of the public in urban matters, among others.
